The budget now heads back to the Senate, which is all but certain to reject it, setting up a panel that will hash out the differences before the end of session.

"The state of Texas is strong (but) we're in a little bit of a rough spot", said state Rep. John Zerwas, the Houston Republican who chairs the budget-writing House Appropriations Committee as he explained the the lean spending plan he presented to the House.

The House, however, employed its own accounting tricks to balance its budget by delaying a $1.9 billion payment to the school finance system and by assuming $1 billion in Medicaid savings due to unspecified action by the federal government that would give Texas more flexibility.

During the 84th Legislature, lawmakers raised funding for higher education by 7.5 percent, resulting in an overall $19.9 billion budget, according to a Texas Tribune article.

Lawmakers in the midst of what promises to be an hours-long slog debating the state's spending plan for the next biennium voted 103-44 in favor of an amendment expressly stating state money "may not be used to pay for or support a school voucher, education savings account, or tax credit scholarship program or a similar program through which a child may use state money for nonpublic education". Several of the amendments later were pulled down, and several more were voted down. Republican Gov. Chris Sununu's $12.1 billion plan was the blueprint, but House budget writers made significant changes, including nixing $18 million for full-day kindergarten and giving $50 million to communities for property tax relief. After a final House vote Friday, the bipartisan Joint Budget Committee will work on reconciling the two versions.

"What we're doing here is we're taking out the strategy money from the [Texas] Enterprise Fund and dividing that equally to the Department of Family and Protective Services [the parent agency of Child Protective Services (CPS)] and also to restore some of the therapy rate cuts in the same article with Health and Human Services", Muñoz said.

Rep. Leslie Herod, D-Denver, proposed an amendment that would provide tampons to inmates.

Also of note, a controversial abortion-related amendment passed the House during the budget debate.

The Senate maintained the current $800 million in spending for the state's border security campaign despite calls by Democrats to eliminate the program in light of the expected increase in border spending by the Trump administration. Stickland railed predictably against the program, calling it "ridiculous" and a waste of money.
