Moments before David Dao was violently ripped from his United Airlines seat, the 69-year-old passenger's combative exchange with airport officers was caught on tape.

The airline issued an apology over the incident and said it would refund the ticket costs of all passengers on Sunday's flight. "But to just randomly say, 'You're getting off the plane, ' that was bad".

Who's on that list depends on some factors required by law, some factors required by the airline and some factors related to the airline's efforts to keep its best customers happy. By Wednesday, his tone had taken a contrite turn.

A passenger who witnessed the episode said that two officers tried to calmly talk the man out of his seat before a third approached him in an aggressive manner. Passengers said blood dripped from his mouth after he hit his head on an armrest. "Our team is moving with a sense of urgency to work with the authorities and conduct our own detailed review of what happened", Munoz said in a statement.

"It's not so much what I thought, it's what I felt", he told ABC.

But when asked by ABC whether the passenger was at fault in any way, Munoz replied, "No, he can't be". Munoz himself said on Wednesday that he had left a message for Dao.

"The last thing a paying airline passenger should expect is a physical altercation with law enforcement personnel after boarding, especially one that could likely have been avoided", they said. United did not return CNN's request for comment.

After passengers were already seated on the full flight, United announced that four people needed to get off to make room for employees of a partner airline.

"He was very emphatic: 'I can't be late".

Alderman Mike Zalewski said he did not know who will represent the airline before the Aviation Committee, but Munoz has been notified of the hearing scheduled for Thursday.

Likewise, the Chicago Aviation Department has said only that one of its employees who removed Dao did not follow proper procedures and has been placed on leave.

Reports of Dao's sordid past have drawn ire from those who view inquiries into the doctor's past as victim shaming. A Dept. of Aviation officer was placed on leave after videos of Dao's removal sparked a social media backlash against United.

"It was a system failure", he said, when asked about the event as a whole. In addition to being a doctor, composer and accomplished musician, Dao also studied culinary arts in 2004 at Louisville's Sullivan University in Louisville, where he reportedly helped refine authentic Vietnamese dishes for pupils and professors.
