US President Donald Trump on Thursday hinted a possible change in his position over the Paris climate accord from which he withdrew weeks ago.

"Today we're sending a clear message to the world that America's states, cities and businesses are moving forward with our country's commitments under the Paris Agreement - with or without Washington", said Brown in a statement.

Signees must commit to a number of efforts to combat climate change, including calling for emission reductions at the federal level, developing or updating a local climate action plan and regularly reporting a municipal inventory of greenhouse gases.

Launching the initiative, Bloomberg - the UN Secretary-General's special envoy for cities and climate change - said USA emissions were determined far more by cities, states and businesses than the federal government, adding that it was also in their best interests to take action.

The new pledge includes 227 cities and counties, 9 states and around 1,650 investors and businesses who aim to pursue the country's initial commitment to reduce its GHG emissions by 26 to 28 per cent by 2025 compared to 2005 levels. President Macron has been critical of Trump's approach to climate change.

"America's Pledge", as the plan has been dubbed, comes a month after the White House announced it was leaving the 2015 Paris accord agreed by almost 200 countries to curb climate-warming greenhouse gas emissions. As Jim Brainard, the GOP mayor of Carmel, Indiana and a supporter of climate action explained to TriplePundit last month, 80 percent of Americans live in towns and cities, and many of those governments have aligned their emissions goals with the Paris commitment. Through the America's Pledge initiative, Brown and Bloomberg will work to demonstrate continued climate leadership across USA society, and that subnational action can significantly reduce US greenhouse gas emissions at a time of limited federal leadership.

Brown, a Democrat, and Bloomberg, a Republican-turned Independent, have both played an outsized role on the world stage when it comes to fighting global warming.

In November, Brown and Bloomberg, along with other US governors, mayors, and business leaders, will present the climate commitments of USA subnational and non-state actors at the COP23 climate conference in Bonn, Germany, and offer a set of best practices to help fellow signatories continue to cut greenhouse gas emissions.
